Lower Washington

Just on the edge of Greenwich is a small, poorly assembled shanty town for the lower-class citizens of the Empire. Sycophant humans and the few human pen slaves that serve masters in the large village. While it is a lawless domain, Horde forces occasionally patrol the area just to keep the lesser denizens in line.

Greenwich Village
Much of this area has been rebuilt, albeit with limited access to skill, tools, and materials, but enough now that the area has become a usuable town in the shadow of the Black Tower. High ranking mages and other important servants of the Horde live here in relative luxury. Just about everything they need can be found here.
